Description:

Responsible for managing the implementation of specific government or commercial contracts. Plan, coordinate, and manage the actions taken by an organization to acquire and execute a specific piece of business, either competitively or non-competitively. Integrate all functions and activities necessary to perform the project/program to meet the client or customer requirements. Plan and implement actions by the program/project team to define and implement technical baseline and meet quality requirements for project/program products and services. Direct project team personnel, manage cost and schedule, ensure contract compliance, and serve as customer interface. Managers set the specific duties and responsibilities for each employee.)

Qualifications:
Project Management Skills: Incumbent(s) are successful at directing the planning, development and implementation of small projects according to cost, schedule, and scope requirements. Participates in project initiation activates, including plan and budget preparation; leads the project team in successfully executing the project as planned and budgeted; and oversees project closeout activates, including collecting lessons learned.

People Management Skills: Incumbent(s) should have the ability to manage cross-functional teams responsible for delivering high-quality project outputs on time and within budget. Ensures appropriate management, customer, and supplier involvement throughout the life of the project.

The successful candidate will manage staff assigned to the LandWarNet Operations Division. This division motitors for outages and intrusions, collects reports from other organizations, analyzes and responds to events detected, and report them to the 7th Signal Command (T), the 93d Signal Brigade, the 106th Signal Brigade, and the ACOIC. The candidate will represent SAIC and be a member of the Operations Bridge Council and be directly responsible for the Operations Bridge Management function having authority over all contractor technical resources and staff. This position shall interact with the Operations Bridge Battle Captain and Mission Coordinator IAW the Operations Bridge Managers SOP and shall be accountable for all technical aspects of restorative incident management activities. The Operations Bridge is comprised of the Enterprise LandWarNet Command and Control, Network Operations Center, and Action Request Center. This position shall also provide support to CONUS users 24 hours a day, seven days a week. The CONUS LandWarNet Operations personnel create approximately 6,630 NIPRNet and 3,136 SIPRNet incident/service request tickets a month. Approximately 300 event/incident/service request tickets are auto generated each month.

The successful candidate will also manage staff assigned to the Installation Campus Area Network (ICAN) Theater and Signal Operations Support Cell (IT-SOS Cell). The IT-SOS cell provides the means to produce an expanded level of situational awareness. Specifically the function refers to NetOps situational awareness (SA) which is regarded as the precursor to situational understanding (SU) and the prescribed NETOPS actions that occur as a result of that understanding. The IT-SOS Cell establishes effective NETOPS support for the express purpose of enabling improved Theater NETOPS SA and shortened decision making cycles. An essential capability required by the IT-SOS is the shared SA on the availability and performance of networks, IT systems, and the support activities related to their sustainment. These essentials result in the IT-SOS ability to collect and analyze information from all available CONUS LandWarNET sources or products which include but are not limited to "playbooks", procedures, policies or TTP's to produce and disseminate actionable SA and SU advisories. Such advisories would be based on Level 1 (Critical Commander Incident Reports (CIR's) and Level 2 Reports (Impact Analysis, Predictive Assessments, Gap and Risk Analysis) to stakeholders for strategic and tactical SU and decision-making in order to optimize and contribute to CONUS Theater level information and Mission Command.

Customer Interface Skills: Must be able to listen to and understand customer expectations and concerns, and assures customer we are executing project effectively. Domain Knowledge and Expertise: Should have moderate knowledge of this field and domain gained by experience in working on similar projects / programs, may have specialized domain technical knowledge that needs to be broadened into a more comprehensive knowledge of all aspects of domain.

Min req quals are 1) Bachelor’s degree in Program Management (or equivalent experience) and minimum of five years of experience managing a program of similar size and scope, and 2) a Project Management Professional (PMP) certification, 3) AR-2 IT Level III Baseline Certification.

Portions of SAIC to be renamed Leidos, Inc., subject to stockholder approval and consummation of a separation transaction if approved by SAIC board of directors.
