This position reports to the Vice President for Business Development in the Federal Civilian Customer Group. The successful candidate will have overall responsibility for capture management strategy, planning and execution for large opportunities with various Federal Civilian accounts such as the USDA, the Financial Services Agencies (e.g. Department of Treasury, SEC, PBGC, FRTIB) in addition to the Departments of Interior, Commerce and GSA. The Capture Manager will be expected to leverage the complete portfolio of SAIC services from all eight (8) Service Lines to the client. The service lines include Network Integration, Software Integration, Managed IT services, Emerging IT, Hardware Integration, Logistics/Supply Chain management, Mission/SETA support and full life cycle Training Services.

The Capture Manager will be responsible for ensuring excellence in delivery all aspects of a bid to a client to include teaming with industry, pulling solution architects together, win strategy development, and price-to-win to support a winning proposal to our valued clients. This individual will also provide leadership to the account to ensure the SAIC brand is highly visible and connotes high value through a dynamic presence in the market. The ability to assemble the necessary technical and management team for overall proposal and pricing development for a winning proposal is necessary. Additionally, the ability to demonstrate an understanding of the capture and proposal review process and how to move his/her efforts successfully thru them in necessary. The position is a senior level capture management position and therefor it is necessary to possess the ability to work on multiple captures at one time.

This individual will partner with their SAIC Operations Manager, Program Directors and Program Managers to ensure SAIC has a “one-SAIC” approach to the account and market and that as a team the company responds to key customer relationships. The Capture Manager will collaborate with counterparts across SAIC and the newly established Service Lines to ensure best of breed solutions are brought forward to customers. The Capture Manager will marshal federal civilian resources to support the capture of opportunities.

This position is based in McLean, VA and will require business travel as needed for a geographically dispersed customer set.

Qualifications:
Education:

Bachelor of Science degree required, with concentration in business, marketing, engineering or technical discipline preferred.

Required Skills

He/she must have a reputation for being able to build and work within high performance teams in a matrix-management environment. He/she must be able to communicate well with senior and executive management within a company and with key federal customers. A demonstrated sustained ability and reputation of winning complex, prime integration services or systems engineering contract awards with values over $50M that meets and exceeds challenging goals and quotas is required. Five years of related and recent capture management experience is required.

Ten or more years of related recent capture management experience is a plus. Past experience in the Federal Civilian environment is also considered an advantage. The successful candidate will be able to reference a portfolio of submittals and awards that include experience in all types of government contracts (FFP, T&M, Cost Plus) and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.). The successful candidate must have highly effective interpersonal skills in order to carry-out daily interactions with technical leaders and business executives within SAIC, with the customers, and with teammates and subcontractors. Past experience that demonstrates the ability to contribute to fast-paced business leadership teams will be a plus.
