The Navy and Marine Corps Customer Group, Navy Fleet Programs Directorate of SAIC has a contingent full-time opening for an Analyst / Instructor to provide subject matter expertise (SME) at Expeditionary Training Group (ETG) Headquarters, Joint Expeditionary Base Little Creek, Virginia Beach, VA.
Job Description:
This position provides various types of management and technical support for a wide range of projects at Expeditionary Training Group; including training and readiness assessments.
Participates in development of strategic planning activities; review and analyze data to develop and improve training and readiness assessment programs and capabilities. Responsibilities include the refinement and improvement of capabilities to conduct Navy Expeditionary Combat Command (NECC) staff planning and command and control live, virtual and constructive training and assessment; and develop, execute and assess live, virtual and constructive training exercise scenarios sufficient for NECC units to achieve Major Combat Operations-Ready (MCO-R), Maritime Security Operations-Ready (FSO-R), or Maritime Security Surge-Ready (MSS-R) certification. This management effort/support will include requirements identification, development, maintenance and conduct of live, virtual and constructive training and assessment of NECC staffs across all warfare mission areas within NECC.
Additional responsibilities include:
• Develop live, virtual and constructive training exercises scenarios and all the supporting material.
• Develop, maintain and manage all Master Scenario Exercise Lists (MSEL) for live, virtual, and constructive exercises conducted in support of NECC staff training and certification.
• Develop and conduct live, virtual and constructive Exercise Control (EXCON) for NECC/ETG controlled and non-ETG controlled exercises in which NECC staffs are participating.
• Develop, maintain and conduct live, virtual and constructive White Cell operations for exercises conducted in support of NECC staff certification.
• Instruct, mentor and assess battle staff operations center organization, watch stander duties, responsibilities and performance, physical layout, information flow and analysis, operational planning, and command and control in academic, laboratory and field/exercise settings.
Required Experience:
- Recent and relevant Navy live, virtual, constructive, and simulation training development and execution experience at the tactical and operational levels.
- Shall have participated in deployment and/or employment of NECC type forces or equivalent type forces.
- Requires a broad knowledge of US military training and readiness assessment concepts, practices, and procedures.
- Shall have familiarity with command and control systems NECC battle staffs utilize or will likely utilize when deployed with a non-NECC force, i.e., GCCS-N, Blue Force Tracker, etc.
- Shall have recent and relevant Navy training systems, processes and instruction.
- Instructor Qualification or completion of an accredited and state approved teaching certification program, and possession of a teaching certificate (without deficiencies), or completion of a graduate degree from an accredited college or university.
- Ability to create and plan for various operational and training exercises used during expeditionary operational exercises.
- Must be familiar with Navy operational and simulation systems and have the ability to integrate these systems with other Service simulation and training systems.
- Ability to develop and present senior level briefs at the Flag level.
- Working knowledge of PC operating systems, MS Office and other software applications.
- Experience with performance-based assessment processes.
- Candidate must be able to travel and meet Navy medical screening requirements.
- Candidate must be able to work non-traditional hours including at night or up to 12 hours per day.
- Ability to work with a team or individually without close supervision.
- Superior written and communication skills.

Required Education and years of Experience:
- Master’s degree in operations research, military science, management or equivalent area.
- Mid-level U.S. Military Officer with a minimum of 10 years military experience with three years’ experience in military training and education focused on senior enlisted personnel, junior officers and senior officers or equivalent.
- **Current DoD Secret clearance REQUIRED***
