Clinical Applications Services Manager (Job Number:406271)
Description:
SAIC has a contingent need for a program responsible for a large IT outsourcing program for a hospital in Washington DC. The program provides comprehensive Information Technology outsourcing including program management and total lifecycle management of data center, network, telecom, security, service desk, and clinical application support.
The Clinical Applications Services Manager is responsible for the management and control of a team of 20+ employees and contractors responsible for the Operations and Maintenance support of Hospital and Clinical applications. This role will manage the oversight of the day-to-day Operations and Maintenance activities of the Hospital and clinical applications to ensure that service level requirements are met, projects are on-time, tickets are being addressed in a timely fashion, and regular planning is occurring to keep applications current. Managing the requests for new projects that will involve applications support and customizations to existing supported applications will also be a key role for this manager who will need to project utilization needs beyond the current year for planning purposes.
The Clinical Applications Services Manager will work closely with the infrastructure manager and the Deputy CIO responsible for Health Sciences to ensure all projects and activities are scoped and managed properly. Responsibilities of the Clinical Applications Services Manager include:
1. Monitoring contractual requirements with the Hospital Applications
2. Regular status meetings to address issues and prioritize resources remaining within fiscal constraints.
3. Ensure that the activities are aligned with strategic and business plans for the enterprise and the departments.
4. Oversee QA, project management and systems testing for ongoing applications support activities and ensure that testing standards and PMI processes are followed.
5. Regular meetings with the Deputy CIO to ensure projects are scoped with the best solutions and include working with the Infrastructure Services Manager for storage capacity and connectivity requirements.
6. Regular meetings with the Project Management Office and hospital departments to ensure technology projects or new application development requests are properly prioritized and will meet all statutory needs and technology requirement standards.
Qualifications:
The Clinical Applications Services Manager will have 12+ years of experience and will be capable of providing oversight and management of the Hospital and Clinical Systems/Application portfolio and provide oversight/mentorship to IT Application team members. This role will include Application Full Lifecycle Management- Planning, Analysis, Design/Build/Configure, Implementation and Maintenance (Clinical and Ancillary Systems). The Clinical Applications Services Manager will provide strategic, tactical and operational guidance to IT Application team and collaborate with other IT Management members to synchronize these activities.
Knowledge/Skills & Ability
Skills: The Clinical is experienced and capable of successfully directing operations and maintenance activities to include timely response to incidents as well as project planning, development and implementation for applications upgrades, enhancements and new technologies. People Skills: Has the ability to manage cross-functional teams responsible for delivering high-quality project outputs on time and within budget; ensures service level requirements are met, fosters collaboration across the Hospital IT Department management, and includes supplier involvement as required throughout the life of the program.
Domain Knowledge and Expertise: Must have domain knowledge of IT System technology and Hospital and Clinical Applications.
Education & Experience
Education: Bachelor's degree or equivalent as a minimum and 12+ years of proven experience in managing applications portfolios and implementing application development and integration projects to hospital, clinic, local government customers. Project Management certification PMP® and ITIL V3 or other equivalent certifications is highly desirable.
