Senior Foreign Military Sales Analyst (Job Number:404294)
Description:
SAIC is actively looking for experienced strategic planner to assist the Air Force International Affairs Directorate (SAF/IA) lead for building, sustaining, expanding and guiding USAF security assistance policy, strategy and implementation for security cooperation, building partner capacity and foreign military sales.
Specifically, the candidate will:
- Provide operational, tactical and technical subject matter expertise for the export and partner air force operation of fighter aircraft and associated equipment, subsystems, and weaponry.
• Support the development of USAF export and foreign disclosure guidance for USAF systems and associated tactics.
• Provide expert program disclosure advice to senior USAF leaders.
• Research and make recommendations for policies based on political-military, weapons system technology and capabilities, fighter tactics, training, and operations, and security considerations.
• Coordinate with industry, systems groups, DoD, DoS, and HAF agencies to facilitate the export of interoperable systems to allies.
• Offer expert technical advice to foreign military & government officials on USAF FMS weapons systems and training programs. This includes drafting and delivering briefings, drafting papers and correspondence, and participating, as an advisor to the responsible US Government official, in face-to-face meetings, and other methods as required.
• Prepare and present technical briefings to various DoD and interagency export governing bodies.
• Provide subject matter expertise to US Government officials during USAF official review of export license requests from industry.
• Draft, review and provide subject matter expertise to US Government personnel for sensitivity of technology reports portions of 36(b) notification of foreign military sales to the US Congress.
• Support foreign competitive acquisition process in which USAF sponsored systems are being considered.
Qualifications:
Educational Background:
• Bachelor’s degree; master’s degree preferred
Experience Requirements:
9 years of experience.
- Prior SAF/IA or related Air Staff experience
• Experienced pilot or weapons systems operator in the F-16, F-15, F-22, F-35, F-18, A-10 or other fighter/attack aircraft
• Possess a minimum of 500 flying hours in one--or a combination of F-16, F-15, F-22, F-35, F-18, A-10 or other fighter/attack aircraft
• Have active flying experience within the last 8 years. Must have actively flown F-16, F-15, F-22, F-35, F-18, A-10 or other fighter/attack aircraft and been assigned to a flying billet in the same—active, guard or reserve billets are all acceptable.
• Have experience working with foreign militaries as an FMS program manager, advisor, trainer or exchange officer
• Knowledge and general understanding of USAF roles and missions
• Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation and players
• Knowledge and general understanding of SAF/IA’s role within, and relationship towards, the security cooperation community
• Effectively work with any version of the Microsoft Office Suite software
• Read, write, and communicate professionally & effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer.
Desired experience:
- Military staff experience (military or civilian capacity) and Professional Military Education through the Intermediate Developmental (O-4) level
• Graduate of the USAF Weapons Instructor Course or Navy Top Gun program.
