Description:
SAIC is seeking an Administrative professional to work in support of NASA Headquarters Science Mission Directorate solicitation of scientific research proposals.
Job Duties/Responsibilities: Candidate will work with NASA Scientist in planning and implementing the peer review process, establishing schedules to perform the following duties:
- Receive and understand Task Plan for program support, including estimates of scope and cost. Keep management appraised of potentially significant deviations.
• Agree overall approach and schedule to Task Support with cognizant NASA personnel.
• Coordinate with Program Scientist and IT staff to set up web forms and special requirements in NSPIRES database.
• Communicate with NRESS IT department to set-up Notice of Intent to propose (NOI) and proposal web forms in the NSPIRES database used to receive NASA research proposals.
• Receive NOIs and proposal reports and resolve any programming or quality control issues regarding the budgets, creation of .pdf files, etc.
• Prepare deliverables for NASA HQ of NOIs and proposals submitted over the Web through the NSPIRES database. Create cover memos, deliverable forms and detailed Microsoft Excel spreadsheets (alpha and numeric) for all reports of the principal investigators, possible team members, abstracts, program specific data, budgets, etc., for each proposal electronically and in hard copy.
• QA report data to ensure accuracy and resolve issues through contact with principal investigators and/or organizations.
• Coordinate with outside printing service for large proposal copy jobs associated with several of the tasks.
• Work with the NASA Program Scientist(s) on assignments of external and/or panel reviewers, their contact information and generate mailing lists and reports regarding those assignments and any re-assignments if necessary.
• Track and QA all assignments and reassignments, and advise Program Scientist of any anomalies.
• Prepare instructional material for NASA peer reviewers on policy and procedures for approval by the NASA Program Scientist(s).
• Liaise with NASA Program Scientist(s) on possible venues for panel meeting and other panel details.
• Coordinate with NRESS Logistics Coordinators on final panel site selection including any site visit(s), attendee information and meeting package documents.
• Provide instructional materials securely to NASA peer reviewers and address any questions or issues arising
• Lead NRESS Team - including at least one other Task Lead, a Logistics Coordinator and IT staff – to ensure all equipment, materials, supplies and electronic documents are available for multiple panels at each panel meeting.
• Prepare conflict of interest reports to be distributed to the NASA Program Scientist(s) at the panel meeting, and ensure their completion and retention for the record.
• Coordinate the meeting and brief peer reviewers on the panel procedures and resolve any issues that may arise.
• Ensure that the panel consensus reviews for each proposal are finalized by the reviewers at the conclusion of each meeting, and are securely retained for the record.
• Manage follow-through panel activities such as delivery of electronic files and hardcopies of the final panel consensus reviews to NASA Program Scientist(s).
• Prepare selection materials for proposing institutions, PI, Congress, and materials for NASA procurement.
• Ensure that documentation is adequately archived according to NASA policy.
• Quickly troubleshoot any issues that arise and communicate those issues to customers.
Qualifications:
Education/Experience Requirements: A Valid High School Diploma or GED and two (2) years of experience is required.
Required Skills:
- Proficient in Microsoft Word and Excel
• Ability to handle many simultaneous tasks in a fast-paced environment
• Team-based, customer service oriented individual where quality assurance is paramount
• Anticipation of issues and problem-solving skills required
• Must be able to travel local and US domestic as required
