The DoD Agencies and Commands Customer Group, COCOM Programs Directorate of SAIC currently has a contingency full-time position for a Program Manager to support the United States Cyber Command (USCYBERCOM) J7, Fort Meade, Maryland.

The successful candidate will be responsible for providing support to the CYBERCOM J7 in their mission to plan, host, execute, and evaluate cyber related exercises, table top exercises (TTX) and wargames annually. The Program Manager (PM) will serve as the Contractor’s interface for all administrative and technical aspects of the program to include staffing, security, access, clearances, deliverables, invoicing, and scheduling. The PM must quickly and easily structure resources to satisfy a robust exercise schedule and execute those resources to satisfy the totality of cyber exercise requirements for USCYBERCOM.

This position requires a subject matter expert in Cyber Operations/Defense and program experience. The selected program manager will be responsible for all aspects of the program and individuals supporting the task order.

Qualifications

:
REQUIRED SKILLS/EXPERIENCE:

- 8+years’ experience in managing programs and contracts of similar scope, type, and complexity within the DoD or Intelligence Community
- At least one year of demonstrated experience in conducting resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting

DESIRED SKILLS/EXPERIENCE:

- Experienced in managing training programs while maintaining a professional working relationship with military, Government civilian, and Contractor personnel at all times.
- Ability to submit a contract/Task Order Management Plan that addresses the technical approach for implementing the requirements for the work involved on the contract, including surge support.
- Ability to meet regularly (minimum bi-weekly) with USCYBERCOM J7 or his/her designated representative to discuss progress on assigned tasks and to ensure all quality assurance standards are being met.
- Ability to implement and manage a Quality Assurance Program (QAP) and Quality Control Plan.
- Ability to produce deliverable reports such as: Task Order Management Plan, Monthly Status Report, Financial Status Report, Quality Control Plan, Phase-In Plan, and Phase-Out Plan.
- Significant experience on or in support of a major staff, i.e. Joint Staff or CCMD staff.
- Experience in support of CYBER Knight, CYBER Flag, CYBER Guard, and CYBER Wargames and Table Top Exercises (TTX).
- Excellent writing skills and ability to communicate effectively, including public speaking, and briefing senior officers.
- Proficiency in the use of Microsoft Office Suite.

EDUCATION:

BS Business Management or equivalent
Travel:

Must be willing to travel to CONUS and OCONUS locations in support of the contract

SECURITY:

- Must have and maintain an active Top Secret/ SCI clearance and in scope successful Counter Intelligence (CI) Polygraph
- Must be a U.S. Citizen
