Description:
SAIC is seeking a dynamic, team-oriented Program Manager (PM) with extensive experience in supporting the National Weather Service (NWS) to lead a highly qualified technical staff to operate and maintain the Advanced Weather Interactive Processing System (AWIPS). Candidates must possess the initiative to develop cost effective approaches to large, complex, multi-site systems and must able to establish relationships with the customer, end-users, and other external stake-holders to ensure AWIPS continues to evolve while maintaining strict availability goals. Potential candidates must have a solid understanding of the Weather Ready Nation Roadmap and the role NWS plays in making faster, smarter decisions to save lives and protect livelihoods.
The SAIC AWIPS PM must be able to lead a multi-company team with support from a variety of locations throughout the country. Constant communication with key NWS decision makers and all other external influencers is required. The ability to successfully communicate the SAIC approach to operations and maintenance and its associated benefits with peers, partners, customers and external stakeholders is a must for success in the position. Candidates must have the ability to articulate technology infusion strategies and present cost-savings innovations to senior customer executives.
Responsibilities:
• Plan, organize, oversee and control all activities of the AWIPS contract;
• Manage the cost, schedule, and performance of the SAIC team;
• Manage stakeholder expectations and perform continuous communication;
• Define projects and analyze impacts;
• Prepare the project and work plans;
• Report program performance at program reviews;
• Assess the customer’s risk tolerance and communicate to the technical staff;
• Monitor progress and prepare status reports;
• Manage deliverables and ensure that they comply with contractual requirements, service level agreements, and established quality standards;
• Evaluate potential subcontractor and/or vendor team members;
• Participate in the development of proposals and service agreements.
Qualifications:
A minimum BA/BS degree or equivalent. (Degree in meteorology, computer science or related field and Masters is preferred)
15+ years of successful Program Management experience.
Strong leadership, interpersonal, and communication skills
Familiarity with the operation of AWIPS and the diversity of needs of its stakeholders
PMP® or other professional project/program management certification/training
