Description:
SAIC is currently seeking a Program Manager who will manage a large ($200M+) IT support services contract with a government agency in Kansas City, MO. This individual will have full responsibility for the management of this program, working closely with the SAIC customer to ensure success to both organizations. This program has a staff of 100+ and includes subcontractor personnel. SAIC maintains a significant delivery presence in the Kansas City metro area. The PM will be expected to leverage relationships with other SAIC Delivery Teams to create synergies across multiple contracts.
PRIMARY RESPONSIBILITIES:
This program provides all key IT support services to this agency and the Program Manager will manage the day-to-day operations of all functions, which include all infrastructure support (network, hosting, service desk, end user support, database, computer operations), applications development and maintenance, cyber security, asset management/inventory, project management, enterprise architecture, capital planning and change management. The Program Manager is responsible for all financial aspects of the program including P&L, forecasts, and invoicing. The Program Manager has close interaction with customer management to include the executive level and is required to provide detailed reporting and presentations on a regular basis. The Program Manager also interfaces with several internal SAIC organizations on the performance of the contract and has internal SAIC reporting requirements with regards to program performance and activities. The successful candidate will also possess a history of account growth and the ability to manage an account pipeline that may span across several accounts.
Qualifications:
MINIMUM REQUIRED QUALIFICATIONS:
- Bachelor's Degree and 10+ years of proven IT program/project management experience initiating, executing and successful delivery of services and products on large-scale government support contracts
- Strong leadership and communication skills (ability to motivate, influence, and negotiate), as well as strong problem-solving and proven judgment making ability
- Expertise in planning, estimating, critical path management, dependencies, and scheduling; expertise managing risks and contingency planning; expertise managing change; and expertize in the application and use of Earned Value Management (EVM)
- Expertise with the Integrated Baseline Review (IBR) process, and using Microsoft Project and similar tools (i.e., Excel)
- Thorough experience with government contracting and financial management of a variety of contract types: Cost Plus, Firm Fixed Price, Time & Materials, etc.
- Expertise managing the day-to-day activities of large teams and subcontracts, and experience managing and performing to Service Level Agreements (SLA) and metrics.
- In-depth experience with application development and managing projects utilizing a variety of SDLC methodologies, including Agile/Scrum
- Must be able to successfully pass a government background investigation.
DESIRED EXPERIENCE/QUALIFICATIONS:
- Microsoft technologies (.NET, Cloud, MS SDL, etc.)
- Agency Federal Enterprise Architecture
- ITIL certification
- Project Management Professional (PMP) certification
