Description:
The Systems Integration Analyst will provide engineering and technology support on the Commander Navy Region Japan (CRNJ) Land Mobile Radio (LMR) Engineering Project. The candidate will maintain and adhere to Department of Defense (DoD), Department of the Navy (DoN), and Space and Naval Warfare Systems (SPAWAR) guidelines/instructions IAW Shore Installation Process Handbook (SIPH), National Telecommunications and Information Administration (NTIA) Manual, and Department Of Defense Instruction (DoDI) 4650.01. Selected candidate will ensure that proper systems engineering and design processes and procedures are being implemented, while also ensuring Emergency Response Systems (ERS) are designed to meet requirements and specifications. The Systems Integration Analyst will play an integral part in supporting the following activities, but not limited to technical expertise in the areas of, Requirement Traceability Matrix (RTM) development and maintenance, Information Assurance/Interoperability & Supportability Certification, Quality Assurance, and Configuration Management. The selected candidate will provide technical expertise in the Test and Evaluation of all operational and functional aspects of the newly designed and modified systems, equipment, and hardware/software components and develop System Operational Verification Test (SOVT) documentation for engineered solutions IAW the SOVT Preparation and Execution Guide (SPEG). The candidate will support system implementation, installation, and integration of LMR and ERS systems. Candidate will provide input for the development of Engineering Drawings to ensure that systems provided are a turned-key solution and the system meets functional and operational requirements. The Systems Integration Analyst is expected to provide input to all deliverables, as required, such as Technical Reports, Status Reports, Engineering Drawings, Configuration Management Plan, Test Plan/Test Procedures, and Inventory Tracking Reports.
The Candidate must have the ability to communicate effectively both written and orally, have strong technical writing skills; have the ability to convey technical material to a non-technical audience, be a detail oriented, well organized, self-starter, able to work in a fast paced, dynamic environment, and capable of performing multiple tasks while meeting deadlines. Must be able to interface with program stakeholders and team members at all levels.
Qualifications:
Bachelor’s degree from an accredited institution in Engineering, Computer Science, or any related field and 5+ years of professional experience.
REQUIRED SKILLS / KNOWLEDGE / CERTS:
Experience in the following:
• Extensive experience with the Installation Guides, Process Manuals, and Technical Design Packages, following SIPH
• Experience developing requirements documents for DoN systems
• Experience developing test documentation for DoN systems
• Experience writing documentation in compliance with the SPAWAR SPEG
• Experience in leading the performance of SOVTs for DoN shore based installations and obtaining site acceptance of the SOVT performance
• Experience in coordination of SOVT activities with senior level site personnel responsible for SOVT acceptance
• Firm understanding of Manual of Regulations and Procedures for Federal Radio Frequency Management (NTIA Manual)
• Knowledge of the Policy for Management and Use of the Electromagnetic Spectrum (DoDI 4650.01).
• Ability to interpret technical manuals, handbooks, and technical specifications relating to electronic systems and interfaces
DESIRED SKILLS:
• Prior experience working as an Systems Integration Analyst in support of Space and Naval Warfare Systems Center Atlantic and/or DoD/DoN is a plus
• OEM level training on Association of Public-Safety Communications Officials (APCO) P25 standards compliant LMR systems
• Experience in the telecommunication field to include knowledge of the installation, service and maintenance of fixed base radio equipment, mobile radio equipment, antennas, and repeaters.
• Professional Tester Certification
• Excellent time management skills
• Strong analytical and collaborative skills
