SAIC has an opportunity for a Cyber Operations Specialist to support USSTRATCOM/J9 and provide advisory and assistance services (A&AS) contract support for Operational, Strategic, and Integrated Assessments and expertise in USSTRATCOM mission areas outlined in the Unified Command Plan (UCP).

- The contractor shall assist and support establishment of strategic baselines based on the GEF assigned strategic end states.

- The contractor shall execute, manage, and facilitate strategic scans and assessments of the global strategic and operational environment and determine where changes in strategy and prioritization of effort might be required.

- The contractor shall perform assessments that detail USSTRATCOM’s progress toward global end states identified in the GEF and strategic and intermediate military objectives identified in the USSTRATCOM Campaign Plan.

- The contractor shall support data collection and consolidation from across the Command, staffing assessment results through the Command, and presenting the final product to the Commander for his review and approval.

- The contractor shall perform and document work relating to the collection, analysis, evaluation, interpretation, and dissemination of information on USSTRATCOM’s UCP assigned missions.

- The contractor shall use assessment results to identify and recommend additional studies, analysis, trending and/or modeling and simulation projects.

- The contractor shall investigate, evaluate, and integrate assessment data gained from the Joint Functional Component Commands (JFCC), Joint Task Forces (JTF), and Centers.

- The contractor shall participate and/or assist in forming, leading, and managing communities of interest (COI) across various US Government, private sector, and academic agencies to focus, characterize, and complete assigned duties.

- The Contractor shall develop, plan and execute surveys and participate in problem solving discussions with senior leaders and other subject matter experts in order to provide a perspective or analytical basis for decision making.

Qualifications:
TYPICAL EDUCATION AND EXPERIENCE: Bachelor's degree or equivalent and 4+ years related experience.

SME Qualifications:

- At least 5 years of experience in Cyber Operations

- Extensive knowledge and expertise in USSTRATCOM and/or USCYBERCOM and/or National-level Cyber plans and operations, missions, policies, and objectives.

- Familiarity with Joint processes, operations, and commands.

- Familiarity with end-to-end operations and processes from National level through Unit execution.

- Ability to think broadly and strike a balance between traditional and non­traditional thinking. Sees the interrelationships between domain of expertise and other domains.
