SAIC has a contingent job opportunity for a Database Management Specialist. This position will be located in Norfolk, Virginia.

SAIC requires Database Management support for the Navy Maritime Maintenance Enterprise Solution (NMMES) Sustainment and Modernization Support program. This program will provide operations support and sustainment services for systems engineering, testing and evaluation of hardware and software information technology systems, hardware design, procurement assistance, system integration, software maintenance (i.e. upgrades, fixes, and coding repairs) as part of an integrated team. This work will include the development of end items resulting from maintenance activities, as well as full life cycle support for existing or proposed solutions.

The successful candidate for this Database Management position will provide technical input, advice, and recommendations in the areas of data architecture development, data management strategies, integration strategies, data migration implementation planning, Server DBA support, System Backups, and Trouble Ticket Resolution. The Database Management Specialist will identify and evaluate functional data architectures in accordance with the Department of Defense Architecture Framework 2.0 (DOD-AF 2.0) guidelines. The Database Management Specialist will identify and recommend methodologies for centralized management of distributed database environments, functional processes to identify single data entry points, and opportunities for data reuse by other standard/common/migration systems and applications. The Database Management Specialist will evaluate functional areas and their associated standard/common/migration systems to identify and recommend opportunities for cross functional data integration and data sharing. The Database Management Specialist develop and recommend transition plans for the implementation of data migration strategies developed under this task area.

The Database Management Specialist will perform preliminary development tasks during system design to ensure that technical specifications and designs are feasible, meet defined requirements, and effectively achieve the desired quality standards. These preliminary development tasks may include the development and demonstration of prototypes, models or proofs. The Database Management Specialist will provide implementation of enterprise services including the identification and evaluation of interim and target functional and data architectures to support the core services; identification of methodologies for centralized management of distributed database environments; identification of opportunities for cross-functional data integration and data sharing; and the development of transition plans for the implementation of data migration strategies.

Primary responsibility will be to perform requirements analysis and software programming/technical upgrade/break-fix coding activities. This effort includes supporting the government in designing solutions to correct system deficiencies and implement government-approved improvements and technological refresh efforts. Duties will include identification of interim and target functional data architectures shall include identification and evaluation of open systems standards; standard modeling and software engineering tools; process and simulation models; logical, functional and physical data models; and data elements targeted for standardization

Qualifications:
Basic Education, Skills and Experience:

B.S. degree from an accredited institution or four years of related experience in lieu of degree. In addition to educational requirement, a minimum of ten (10) years’ experience responsible for database management for information software systems based on the Java platform, .NET framework, Oracle database and Windows runtime environments.

The successful candidate will have experience and domain expertise in information architecture and database management specific to naval and maritime systems. This experience should be specific to Navy Shore Based Maintenance information technology systems managed by NAVSEA 04.

Candidate must be familiar with the PMO-IT SLDC Toolset, which currently consists of Serena Dimensions (Configuration Item Repository), Serena Business Manager (Configuration Management and Workflow), IBM Rational Rhapsody (Systems Requirements Specifications), IBM Rational DOORS (Requirements Management and Traceability), and HP ALM and UFT (Test and Defect Management and Risk Management).

Database Management Specialist must have a position designation of IT-1, which requires the following in accordance with SECNAVINST M-5510.30 and DODINST 8500.2:

- * Must be able to obtain a favorably-adjusted SSBI or SSBI-PR updated within the past 5 years

- * U.S. citizenship (Foreign Nationals must have a CNO-approved waiver)

- * Must meet IAT (Information Assurance Technical) Level II certification criteria specified in DoD 8570.01-M

Candidate should have familiarity and experience with the target application technologies, which include C++, Java, XML, PL/SQL, COBOL, IBM PACBASE and Cold Fusion Markup Language. Familiarity should include application environments and development tools Oracle WebLobic, Tool for Oracle Application Developers (TOAD), Oracle Forms, Adobe PDF, Business Objects XI, Microsoft Visual Studio, IBM Rational Application Developer and Sybase PowerBuilder.
