JOB DUTIES/RESPONSIBILITIES Candidate will provide support to the Air National Guard (ANG)/Air Reserve Component (ARC) Advanced Programs office, which provides full spectrum support for 48 Air Reserve Component (ARC) Advanced Program and Active Duty Total Force Integration (TFI) sites including facilities, resources, personnel, and recurring training/education. Aviation Subject Matter experts will be required to:

- Serve as the contractor technical focal point for program management, requirements definition, technical and analytical support to ARC.

- Provide direct technical support to the PM to support planning activities.

- Provide technical inputs and support to the ARC GSO to ensure technical and programmatic requirements are realized while preventing conflicts with approved program security policies.

- Provide advice and assistance to the PM in the areas of mission need and requirements analysis, concept of operations development; program tradeoff analysis, program roadmap creation including technology insertion, platform integration, and support planning.

- Serve on a multi-discipline team in support of multi-program beddown planning, financial, infrastructure support, logistics, and security management.

- Assist with MAJCOM Core Compliance Security Inspections and Site Assistance Visits in designated functional areas.

- Assist with development of capability requirements in support of CAF/MAF/AFSPC weapons systems ensuring ANG/AFRES forces remain relevant and responsive to warfighter needs and COCOM requirements.

- Provide recommendations to ARC leadership on future fielding and upgrades of mission essential equipment and associated requirements.

- Plan, coordinate and attend ARC functions and conferences, approximately six (6) per year.

- Recommend policy changes and support the communication of policy changes.

- Assist in the drafting, review and implementation of procedures, policy, systems capability definition and requirement documents, and guidance for incorporation into ARC operations.

- Support and advise regarding security integration of weapon systems to meet warfighter needs.

- Provide security briefings to personnel.

- ARC PM Technical advisors and representatives to Air Staff, MAJCOM and NGB headquarters counterparts, MAJCOM and Headquarters Air Force (HAF) Inspector General (IG), DoD organizations, contracting agencies, CAF organizations, Air Force Logistics Centers and Aeronautical Systems Centers, ARC operational and fighter training units, Air Force Research Lab, industry advanced capability developmental program managers, and Air Force Test Agencies including the Air National Guard Air Force Reserve Test Center (AATC) to ensure that Air Dominance planning and capabilities fielding is consistent and integrated throughout the defense community.

- Maintain simulator familiarity in ARC Air Dominance platforms.

- Provide assistance to the National Guard Bureau (NGB) program lead for CAF Strategic Planning, force structure and Manpower requirements; including unit-level requirements across the ARC.

- Advise and provide recommendations on Combat Air Force (CAF) Total Force Integration (TFI) related to the fielding of strategic planning, force structure and manpower requirements.

- Assist in the support of TFI working with USAF counterparts to field and resolve issues.

- Represent ARC PM at CAF Requirements meetings and Integrated Program Working Groups, as well as ANG Crosstells, Weapons System Councils, and ARC/CAF Tactics Review Boards, Weapons and Tactics Conferences.

The F-22 Mission Training Center candidate will be expected to perform the following specific tasks:

- Maintain liaison with Wing, MAJCOM and NGB Headquarters, DOD organizations, contracting agencies and CAF organizations to ensure MTC infrastructure, asset and information protection, operations, and programming are in compliance with existing contracts, sustainability and system upgrade/expansion needs, and SAP directives.

- Serve as the contractor technical focal point in PACAF for F-22 MTC program management and Distributed Mission Operations Network (DMON) actions.

- Provide technical inputs and support to the ARC GSO to ensure technical and programmatic requirements to prevent conflicts with approved program security policies.

- Provide advice in the areas of mission need and requirements analysis, concept of operations development; program roadmap creation including DMON expansion to the F-22 MTC at Joint Base Pearl Harbor-Hickam (JBPHH).

- Develop DMON, Air Dominance Integration (ADI), and (Command and Control (C2) capability requirements in support of CAF weapons systems ensuring ANG/CAF forces remain relevant and responsive to warfighter needs and PACOM requirements.

- Assist in the drafting, review and implementation of procedures, policy, systems capability definition and requirement documents, and guidance for incorporation into ARC operations.

- Maintain simulator familiarity in ARC Air Dominance platforms, specifically the F-22.

Qualifications:
EDUCATION/EXPERIENCE REQUIREMENTS:

- SME Must possess a Bachelor’s degree with 12 years’ experience in CAF fighter operations.

- Previous rated pilot or Weapons System Officer on F-15, F-16, or F-22 with minimum of 5 years Instructor Pilot / Instructor Weapons System Officer experience in F-15, F-16, or F-22.

REQUIRED SKILLS:

- Advanced Program and/or MAJCOM level Headquarters experience is required.

- Three (3) years MAJCOM staff, or equivalent experience. (Above Wing level or sister service equivalent).

- Must meet and maintain Special Access Program (SAP) and SCI eligibility criteria.

- Special Access Program experience required.

- Ability to work in a dynamic team environment comprised of military, Government and contractor personnel.

- Excellent organizational and analytic skills and ability to perform detail-oriented work.

- Excellent leadership and verbal and written communications skills.

- Self-motivated and customer-oriented.

- Proficient with the use of Microsoft Office Suite (Word, Excel, and PowerPoint).

DESIRED SKILLS:

- USAF Air War College degree (or equivalent) and/or a Master's Degree is highly desired.

- Graduate of USAF Fighter Weapons School is highly desired.

- Experience with integrated data bases, SharePoint and Project a plus.

- Experience in technical writing and editing is a plus.

SECURITY CLEARANCE REQUIREMENT: Must possess a Top Secret (TS) security clearance based on a Single Scope Background Investigation within the last five years and be eligible for access to Sensitive Compartmented Information (SCI).
