SAIC is actively looking for experienced strategic planner to assist the Air Force International Affairs Directorate (SAF/IA) lead for building, sustaining, expanding and guiding USAF security assistance policy, strategy and implementation for security cooperation, building partner capacity and foreign military sales.

Specifically, the candidate will:
- Support the development, implementation, assessment and revision of the classified USAF Security Cooperation Strategy and subordinate documents.
• Support the development, implementation, assessment and revision of the unclassified USAF Security Cooperation Strategy.
• Continually review and analyze US strategic guidance NSS, NMS, GEF, DSG, QDR, etc and professional international affairs publications impacting security cooperation and how it relates to USAF’s role within the security cooperation community. Integrate the strategic thought and concepts into the USAF security cooperation strategy.
• Analyze the Theater Campaign Planning process, products and how they relate to and influence the broader Security Sector Assistance process. Make recommendations on how the USAF’s security cooperation strategy can influence the Theater Campaign Plans and Integrated Country Strategies.
• Ensure USAF SC equities are addressed in "external" high level strategy and planning documents including the GEF, QDR, TCPs, etc.
• Support the development, subsequent implementation and facilitation of a annual metrics-based FMS sales forecasting process out through the mid-term.
• Support the development and subsequent day-to-day execution of a security cooperation assessment program tied back to the USAF Security Cooperation Strategy.
• Support the development and implementation of Global Theater Security Cooperation Management Information System.
• Support SAF/IA coordination and involvement in the A3/5-led steady state planning process including the Campaign Support Plan.
• Develop database from existing Excel-based Partner Capability Assessment in order to ensure the Government has the ability to quickly and easily revise the Global Partnering Opportunity List.
• Read, write, and communicate professionally & effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer.

Qualifications:

Educational Background:
• Minimum of Master’s degree with an emphasis in international affairs

Experience Requirements:

9 years experience.
- Prior SAF/IA or related Air Staff experience
• Minimum of 8 years’ experience with demonstrated effectiveness and success in at least one of the following mission areas:
- Military Strategist with an emphasis in air power
- Security Cooperation
- International Affairs
• Knowledge and general understanding of USAF roles and missions
• Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation and players
• Knowledge and general understanding of SAF/IA’s role within, and relationship towards, the security cooperation community
• Effectively work with any version of the Microsoft Office Suite software
• Read, write, and communicate professionally & effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer.

Desired experience:
- Military staff experience (military or civilian capacity) and Professional Military Education through the Intermediate Developmental (O-4) level
• School of Advanced Air and Space Studies (SAAS) Graduate or the equivalent from a sister service.
• Minimum three (3) years’ experience working on a COCOM staff planning, executing and assessing the Theater Campaign Plan.
Minimum three (3) years’ experience as a military member working on a US Embassy Country Team.
