SAIC is actively looking for experienced Pseudo-FMS Case manager to assist the Air Force International Affairs Directorate (SAF/IA) lead for building, sustaining, expanding and guiding USAF security assistance policy, strategy and implementation for security cooperation, building partner capacity and foreign military sales.

Specifically, the candidate will:
- Perform pseudo-FMS case program management.
- Manage and coordinate all phases of the USAF 1206 process, including: FMS case development, case execution, case implementation, and case closure.
- Identify and communicate potential risks in program execution that would preclude current year funds from being obligated.
- Lead consolidation and delivery of USAF Section 1206 data as required by Defense Security Cooperation Agency (DSCA) or Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict (OSD SO/LIC).
- Review security cooperation documents, amendments and modifications to Letters of Offer and Acceptance (LOA), Letters of Intent (LOI), Memoranda of Understanding (MOU) and Congressional Notifications (CN) to ensure compliance with established policy and procedures.
- Provide program management and coordinate with SAF/IA, Defense Security Cooperation Agency (DSCA), COCOMs, Air Force Security Assistance Center (AFSAC), and Air Force Security Assistance Training Command (AFSAT) in support of Section 1206 programs.
• Implement policies governing pseudo-FMS process and obtain extensive and politically delicate coordination with officials of other Defense agencies and the Department of State (DOS) to resolve dynamic issues.
- Interpret Security Assistance, Security Cooperation, Security Force Assistance, Security Sector Assistance and Section 1206 policy and its applicability to USAF processes and organization to ensure timely resolution of issues and successful program execution.
- Advise SAF/IA Regional Country Directors and SAF/IAR Division Chiefs on pseudo-FMS policy issues affecting politico-military initiatives with allied and friendly countries.
- Coordinate with SAF/IA and Air Force stakeholders to liaise with DoD, Joint Staff, and COCOM communities to scope requirements, develop way ahead, and implement Section 1206 programs to support partner nations.
- Coordinate with OSD, US Embassy Country Teams, and US Army and Navy Section 1206 program managers.
- Accompany and assist the responsible Government official when they represent and advocate for Air Force 1206 equities at various meetings
• Analyze and report on complex security cooperation issues, initiatives, legislative matters, executive orders and agreements.
- Understand and reach out to key players for country expertise (Country Directors), financial management, technical equipment development, education and training policy, foreign disclosure, and manpower.
- Develop Building Partner Capacity (BPC) Operational Capabilities Assessments
- Synchronize efforts across COCOMs to ensure program management leverages best practices to develop a total package approach for partner nations.
- Support the Government officials in advocating for USAF 1206 policy issues, in accordance with AFI 16-142, and concerns at DoD and Joint Staff levels to ensure Air Force equities are addressed and considered in the Joint arena.
- Lead Section 1206 assessments in order to determine feasibility of implementing acceptable programs for the USAF.
- Assess the USAF pseudo-FMS program performance and provide feedback and recommendations for improvement to SAF/IAR.

Qualifications:

Educational Background:
• Minimum of Bachelor’s degree with an emphasis in international affairs

Experience Requirements:
- Prior SAF/IA or related Air Staff experience
• Minimum of five (7) years’ experience with demonstrated effectiveness and success in the mission areas below:
- FMS case development and implementation, especially pseudo-FMS
- Security Cooperation
- Building Partner Capability
• Knowledge and general understanding of USAF roles and missions
• Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation and players
• Knowledge and general understanding of SAF/IA’s role within, and relationship towards, the security cooperation community

Desired experience:
- Military staff experience (military or civilian capacity) and Professional Military Education through the Intermediate Developmental (O-4) level
• Possess:
- Knowledge and general understanding of the International Traffic in Arms Regulations (ITAR) and National Disclosure Policy (NDP)
- Knowledge and general understanding of industry and their relationship to the pseudo-FMS process
