Description:
To create the Navy ERP software solution, the Navy ERP Program made specific configurations and customizations to the SAP COTS software product to satisfy DoD and Navy required capabilities. As Navy ERP transitions into the operations and sustainment phase of its lifecycle, and incorporates changing requirements, new functionality and Engineering Change Proposals, the key to managing customer expectations and results is to ensure that requirements are well defined, unambiguous, clear, concise, traceable, and testable. Working with the customer and hybrid sustainment organization and managing the requirements is a key component to ensure successful implementation of the customer driven requirements. Responsible for planning, advising, analyzing and managing a highly complex requirements traceability toolset, IBM Rational DOORS, in accordance with Requirements Traceability Standard Operating Procedures. Provide Program Office support to implement requirements management processes. Effort includes requirements analysis and documentation for ECPs and design changes, emerging technology and/or performance enhancements; facilitating requirements traceability verification; and facilitating governance processes.
Conduct analysis and assess engineering changes that will have impact on ECPs and design changes, emerging technology or performance enhancements and traceability in support of Navy Enterprise Business Integration governance boards. Provide assessment that changes to functional requirements are effectively adjudicated through the Navy ERP Governance processes with a clear business case in terms of cost and Return on Investment (ROI). Assemble ECP packages to be considered by the appropriate external and internal governance boards (such as the Navy ERP Governance Working Group, and the Command Requirements Review Board).

Qualifications:
- Bachelor's degree required and 6 years of related experience.
- Must have a minimum of 2 years of experience with Requirements Traceability Toolsets in the last 8 years.
- Must have a minimum of 2 years of experience in Systems Engineering processes in the last 8 years.
- Must have a minimum of 2 years of experience in Configuration Management processes in the last 8 years.
- Experience in ACAT I programs, especially related to requirements traceability. - Ability to communicate fluently, accurately and effectively to deliver professional level requirements definition training to functional teams, as well as delivering professional level documentation and reports. - Demonstrated experience in recommending and integrating different approaches and methods to ensure all requirements are mapped and traceable to test cases and results. - Extensive knowledge in developing and applying methodologies for requirements management, including identification of stakeholder requirements, requirements decomposition, and requirements allocation to functions.
- Expertise in writing systems engineering requirements specifications. - Experience in identifying risks and issues with recommendations in respect to requirements traceability and the technical architecture of the toolsets. - Experience in configuration management processes in order to update technical and requirements baselines. - Experience in data analysis using commercial toolsets including Microsoft SharePoint, IBM Rational DOORS, HP Quality Center and Serena Dimensions.
