This Senior Network Engineer will be the Senior Network Architect for the Vanguard 2.2.1 program and the new Enterprise Networks Division Manager. Vanguard 2.2.1 is responsible for the operation, maintenance, and evolution of the Department of State’s worldwide IT Enterprise. This candidate will support the Vanguard 2.2.1 Enterprise Engineering Office Manager to consolidate existing segmented network components and become the direct supervisor for these resources to engineer and architect the Department of State’s diverse and complex network. The candidate will provide guiding principles founded on industry standard best practices to provide a holistic approach to documenting the existing architecture, identify optimizations and improvements through detailed roadmaps, and oversee projects and initiatives to consolidate to a ‘one-network’ model that capitalizes on new technology and design efficiencies.
The Senior Network Architect will provide thought leadership to various technical teams comprised of senior technical staff from throughout the Vanguard 2.2.1 program. The Senior Network Architect will guide the teams in conducting planning and execution of network service enhancements to promote alignment with the business, supportability, and integration and quality, with focus on security and operational readiness for all network solutions.
Duties and Responsibilities:
As the Enterprise Networks Division lead, provide technical expertise, leadership, and direction to the Enterprise Engineering Office Networks Branches to consolidate network functions across the Department of State by bringing together designs and processes for network engineering and implementing continual service improvement for the architecture development.
Support the Enterprise Engineering Office Manager and Deputy Manager to oversee Vanguard network engineering resources including the development of strategy roadmaps and execution of projects and initiatives leveraging designs that are scalable and facilitate graceful service growth and enable the evolution of new services and integration of new technologies.
Research technology issues for deployed and proposed technology for the enterprise, and drafting white papers to document recommended technical courses of action.
Lead technical team members and subcontractors in developing and improving technical quality process and outputs for integration, design, and tier II and III support for a global network comprised of a myriad of network components supporting critical mission services supported by high availability data centers, voice services, security systems, and system monitoring and management tools.
Provide briefs and conduct meetings with the customer to communicate technical solutions, roadmaps, and status.
Responsible for continual improvement to ensure network architect designs follow best practices, are sustainable, and are regulation-compliant to meet government standards as well as Department of State and Vanguard business/operational needs.

Required Education/Experience:
- BS degree from an accredited institution in Computer Engineering, Electrical Engineering, Computer Science, Information Systems, or a related technical discipline.
- 10+ years of related, progressively responsible experience leading IT engineering, integration, and/or operations activities in a capacity as network subject matter expert
- Experience in supporting 24X7X365 infrastructure engineering and operations in a network operations center or data center, preferably in an internal and/or government organization.
- 5+ years experience at the supervisory level, leading one or more IT Service organizations with complex networking and data center responsibility for business/mission critical services
- Strong working knowledge of identifying weaknesses in large l enterprise networks, and providing corrective action plans to provide high availability and capacity
- Strong working knowledge and understanding of network engineering technology and industry standard best practices including network switching and routing, load balancing, OSI layer protocols, encryption, traffic management and prioritization, VoIP convergence, segmentation, and resiliency.
- Demonstrated experience advising senior leadership on technical issues, with proven ability to communicate technical issues effectively at all levels of an organization.
- CCNP or CCDP or equivalent level professional certification
- Basic certifications in two or more of the following: ITIL, COBIT, networking, security, systems management, or related discipline
- Must have experience with earned value cost/schedule management experience
Desired Education/Experience:
- Advanced degree from an accredited institution in Computer Engineering, Electrical Engineering, or a related discipline
- 15+ years of related, progressively responsible experience leading IT integration and/or engineering activities in one or more large, complex, internationally distributed environments.
- 5+ years experience serving as primary customer advisor for complex technical issues, advising senior leadership with demonstrated confidence and conviction.
- 5+ years experience in a senior position on government contracts for organizations with international presence.
- Experience in implementing and supporting cyber security perimeter and internal controls, defense in depth principles, and proactive trend assessment leading to effective preventative practices, with emphasis on leveraging state of the market network technologies.
- CCIE or equivalent level expert certification
- Intermediate or advanced certifications in one or more of the following: ITIL, COBIT, networking, security, systems management, or related discipline.
- Current and active PMP certification by PMI.
- Strong working knowledge of IT Service Management processes such as ITIL and Project Management methodologies such as PMBOK (including earned value)
- Solid understanding of civilian government standards for security, (such as FISMA, NIST, and TIC) contracting, acquisitions, OCI, and onsite contract execution.
- Current knowledge of emerging technologies and implementing standards including but not limited to cloud computing, virtualization, IPV6, on-demand computing, scalable technologies and service oriented architecture.
- Must have excellent relationship building skills.
- Strong analytical and written/oral reporting and presentation skills.
Security Clearance Requirement:
An active Secret clearance is required to start, with eligibility for a Top Secret clearance. Candidate selected will be subject to a Government background investigation and must maintain eligibility requirements for access to classified information and facilities.
