The DoD Agencies and Commands Customer Group, COCOM Programs Directorate of SAIC currently has a contingency full-time position for a Modeling & Simulation Training Specialist to support the United States Cyber Command (USCYBERCOM) J7, Fort Meade, Maryland.

The successful candidate will be responsible for providing support to the CYBERCOM J7 in their mission to plan, host, execute, and evaluate cyber related exercises, table top exercises (TTX) and wargames annually. This work includes providing Cyber exercise specific target support in the form of models, simulations and laboratories in order to simulate exercise targets (e.g., Industrial Control Systems) supporting Red and Blue team activities and training objectives. This work will also quickly and easily structure resources to satisfy a robust exercise schedule and execute those resources to satisfy the totality of cyber exercise requirements for USCYBERCOM.

Qualifications

:
REQUIRED SKILLS/EXPERIENCE:

- 7+ years Cyber experience in the selection and application of Information Assurance concepts, methods and tools to develop Modeling and Simulation (M&S) capabilities in support of cyberspace planning, operations and assessment.
- Technical expertise to devise, develop and implement precedent setting M&S methodologies and tools, in support of cyberspace missions and functions.
- Management, and Leadership skills along with the technical Cyber expertise to resolve differences among SMEs, and to represent the interests of the Command in enterprise-level working groups.
- Substantial knowledge regarding Industrial Control Systems and familiarity with M&S capabilities of those systems.

DESIRED SKILLS/EXPERIENCE:

- Ability to ensure connectivity of models, simulations or labs integration and interoperability with the Joint Information Operations Range (JIOR) as well as other exercise systems e.g., National Cyber Range (NCR); Simulation, Training and Exercise Platform (STEP).
- Must be able to attend exercise planning conferences to determine scenario event requirements, as well as provide full-time SME support during the exercise event and the employment of the model, simulation or lab.
- Ability to produce reports for Exercise Target Models and Simulation, Laboratory Integration
- Experience in developing scenario overviews, Road to War for the event, and daily event battle rhythm for Cyber exercises.
- Ability to develop guidance documentation e.g., Trusted Agent and Players guides, which codifies the various aspects of the exercise that have been developed at the planning conferences as well as delineating exercise specifics such as training objectives, daily schedules, Operations Orders, position requirement input to the Joint Manning Document (JMD), exercise Rules of Engagement (ROE), lexicon and terms.
- Experience with developing exercise floor-plans which includes equipment, network and floor plan designs.
- Ability to develop Fragmentary Order (FRAGO) documents that assign responsibilities and tasking for the entire exercise execution process, establish clear lines of communication, ensure a better understanding of assignments, and communicate expectations for exercise execution.
- Experience in developing and maintaining a registration website/portal to register exercise participants and observers and host exercise information relating to the event.
- Ability to produce reports for Academics Schedule, ECG CONOPs, Exercise Communications Plan, Exercise Floor Plans, Exercise Player Guides, Exercise Registration Website, Exercise ROE, Exercise Schedule/Battle Rhythm, Conference Minutes / Notes, Fragmentary Orders, Local Area Network (LAN) Design, Network Design Documents, Trusted Agent Guide, and Posters/Banners.
- Experience in support of CYBER Knight, CYBER Flag, CYBER Guard, and CYBER Wargames and Table Top Exercises (TTX).
- Excellent writing skills and ability to communicate effectively, including public speaking, and briefing senior officers.
- Proficiency in the use of Microsoft Office Suite.

EDUCATION:

- BS/MS Cyberspace or Information Assurance (equivalent experience accepted in lieu of degree).
- Must possess an IAT/M Level II certification (DoD 8570 Instruction, Cyber Security Work Force).
Travel:

Must be willing to travel to CONUS and OCONUS locations in support of the contract

SECURITY:

- Must have and maintain an active Top Secret/ SCI clearance and in scope successful Counter Intelligence (CI) Polygraph
- Must be a U.S. Citizen
