SAIC has a contingent job opportunity for a Technical lead. This position will be located in Hawaii.
The Technical Lead will lead the technical efforts of a Program for a State revenue department. The Technical Lead will be responsible for developing and implementing solutions across three functional system areas: Core Tax System, Customer Support and Data Warehousing/Analytics. The Core Tax System functional area covers case management and workflows (e.g., work list returns, incoming correspondence, billing, audit tools and work papers, collection). The Customer Support/e-filing functional area involves taxpayer self-service, including Internet inquiries, interactive voice response (IVR), kiosk services and the electronic submission of documents. The Data Warehouse and Analytics functional area involves data warehousing, data matching and business intelligence (e.g., scoring cases, identification of fraudulent patterns).
The Technical Lead must handle all Software and System requirements related to the design, set up, performance and capabilities of technical components of these solutions. Responsibilities include: providing technical and programmatic leadership to technical team of software engineers, DBAs, testers, system administrators, SMEs and software developers; define requirements; ensure developed work products meet the requirements for performance and quality as defined by the customer. Ensure these project deliverables are met on-time and to contractual standards; interact with users or government customers on project requirements, deliverables, and execution as needed. Work with the Functional Support Lead to adhere to the defined process and procedures for system development.

Qualifications

Basic Qualifications:
Must have at least a Bachelor of Science degree in Engineering, Physics, Mathematics or Computer Science from an accredited college or university. An advanced degree is desirable. In addition to educational requirement, a minimum of ten (10) years of experience in systems engineering, software development, production, test and deployment of enterprise solutions. At least five (5) years’ experience as technical lead, developing, and managing a technical staff; and at least one year at a state revenue agency. Proven leadership skills and advanced technical management skills to successfully drive a solution from conception to implementation and maintenance are also required. Experience with COTS solutions, Server replication and virtualization, intrusion prevention and other critical security elements. Experience with SOA, single-sign on, SMTP, XML, JSON, SQL, SNMP, ERD, LDAP, Service Level Agreement (SLA) monitoring, web services, and solution administration tools. Experience with proven state-of-the-art technologies, including browser-based, server-side architecture, configurability, and a range of industry-standard database, operating solutions, and programming platforms.
The Technical Lead must have strong written, oral, and presentation skills to convey technical detail and design to diverse audiences. Experience in a government setting with significant and relevant tax experience. Must be based in Hawaii. Must be a U.S. citizen or meet and will maintain employment eligibility requirements in compliance with all U.S. immigration laws and regulations. Must work onsite a minimum of four (4) days a week.
Experience with Agile methodology as applied to enterprise solution development. CMMI or ISO experience is helpful.
