Description:



This tasking supports NSWCDD advanced combat systems engineering efforts in support of Combat Control and Command and Control support programs including the development and analysis of requirements and architecture to support LCS C2 integration. Additional technical areas include but are not limited to developing, maintaining, and following the software development and configuration management (CM) processes defined by this project. This includes associated engineering management, combat systems, command and control engineering tasks. The candidate will provide senior LCS Command and Control, and Tactical Data Link engineering support to NSWCDD. As such the candidate will attend, support, and participate in technical reviews, design reviews, technical working groups, and technical interchange meetings, as well as support all facets of LCS Combat Systems C2 requirements and architecture development, analysis, design oversight, integration, and testing. The tasking shall be performed primarily at Dahlgren, Virginia. Travel is required.
• Provide oversight in the development & test of the C2 and Link core applications
• Evaluate Test & Integration activities related to the C2, C2 Core combat systems and Link Elements
• Review Stage Test procedure, onsite test observation, and reporting
• Develop NCT test procedure, support test conduct & reporting
• Support contractor PR/CR validation test and code inspections
• Requirements and Architecture / Design Oversight of & Insight into the Development of the Core CMS Elements & SCIs
• Understand the dependencies & interface requirements upon C2 with associated MP integration efforts
• Track & Evaluate Core Software Requirements, Interfaces, Systems Engineering, Integration, & Test activities, and provide oversight to identify and mitigate core software operational and safety risks
• Provide CR Build definition recommendations & design insight for fixes
• Provide Combat System C2 and Link element data analysis & Data Analysis Working Group (DAWG) support , as required
• Provide input to the Combat System Employment Guide (CSEG) for C2 functional areas
• Review Technical Performance Measures & Critical Technical Parameters
• Provide Oversight to Identify & Mitigate Core Software Operational & Safety Risks
• Provide C2 and Link expertise & insight to the Certification Team assessments
• Support CCB assessments, CR research, and adjudication at weekly Pre-CCB and CCB meeting for both platforms.
• Support Mission Area Assessments (MAAs)
• Support CDRL Reviews/Comments
• Support Common Combat System Studies, including all efforts related to the development of common C2 applications
• Support shipboard software installations and Shipboard Test events (PDT&T, CSSQT) as required
• Develop NCT Statement of Work (Test Plan) and Final NCT Test Report, and brief NCT results during scheduled MRAs
• Support Link Testing, including HW/SW installs, as required.
• Support Navy/Joint TDL Certification efforts, as required.
• Assist the developer in TDL implementation and operational requirements.

Qualifications:
EDUCATION AND EXPERIENCE: Possession of a Bachelor's degree from an accredited college/university or additional 5 years of overall experience. Minimum 3 years general engineering expereience. Experience as a Senior C2 and Link Engineer with 4+ years of system and software requirements and test experience and knowledge of Core combat systems Command and Control and Link systems/components, functionality, and functional data flow.
Required Skillls:
1. Understand C2 functionality and flow through the components and elements of the combat system. Be able to trace functional data flow and pinpoint/root cause system/software issues. Must be able to sit down with code writers and help identify the cause of the problem.
2. Understand how to ensure design meets requirements and identify needed changes to meet MILSTD requirements.
3. Write test procedures, set up and conduct testing, troubleshoot issues preventing successful testing and assist in fixing.
4. Understand functional and performance requirements as they flow through the detect to engage kill chain.
5. Understand design through testing of functional requirements and trace back to design.
6. Assist the developers in understanding how a combat system works, and how and what data flows through the core C2 system.
7. Know what weapons systems are on both flights of LCS and how they are integrated with the combat system.
8. Know how to root cause a problem, software/hardware/firmware. i.e., when the TAO “hits the fire button” and the “launcher doesn’t launch a missile”, you have to be able to get into the details and help/tell the software/coding SME what went wrong and where it went wrong.
Ability to travel to support land based and shipboard test events is necessary (at least 2 weeks at a time for test events; 1-2 weeks a month on average)
