As part of a large Engineering Support Services Team supporting AEGIS Combat System Ship Integration and Test (SI&T) efforts, the candidate will maintain large Excel and Access databases, respond to data calls, and provide financial management, project management and technical analysis services. Candidate will support the SI&T division of the Integrated Combat System Major Program Manager Directorate (PEO IWS 1.0) of Program Executive Office for Integrated Warfare Systems. This position helps the government develop budgets and disseminate information to performing organizations (government and contractor), analyze and report project expenditures, analyze and report schedule progress, identify and report program shortfalls and overages, identify potential risks and help develop financial mitigation strategies, and develop financial re-plans. This role will heavily involve developing requirements and risk mitigation strategies for the implementation of the Air and Missile Defense Radar (AMDR) as well as Aegis Advanced Capability Build (ACB) Next on the planned Flight III DDG 51 Destroyer, with the ultimate aim of creating a waterfront activation and test strategy for these systems. The candidate will be required to understand system to ship integration and help identify issues/conflicts associated with space, weight, power, HVAC, etc. In tandem with Flight III DDG 51 work, efforts will assist the planning, tracking and managing the installation and subsequent testing of combat systems onboard AEGIS cruisers and destroyers in shipyards and homeports within the U.S. The candidate will specialize in collecting and organizing financial and engineering data associated with these installations. Occasionally travels to shipyards to observe installations and collect information. Many of the aforementioned tasks will be accomplished in support of the government’s overarching Task Planning Statement (TPS) process and associated receipt of appropriated funds throughout the fiscal year. Serves as the functional point of contact for day-to-day budget/financial and technical issues. Opportunity to learn on the job and to grow into more advanced positions, particularly in the area of Trial Card management, in which the candidate would track the resolution of post ship yard availability/installation corrective actions.
Qualifications:
Education/Experience Requirements: BS in engineering, science or financial related discipline.
Experience, Skills, and Education:
6 years of Surface Warfare experience as a junior officer, or technically oriented mid-level enlisted or shipyard work experience or USN Engineering Duty Officer. Strong ability to organize information, recall where data has been stored. Strong MS Excel knowledge. Knowledge of MS Access is a plus. Requires education/formal training equivalent to a Bachelor's Degree in Business Administration, accounting, finance or engineering, and a minimum of two years related experience. Knowledge of Department of Defense (DoD) Planning, Programming, Budgeting and Execution (PPBE) would be very beneficial, and experience working within or with Department of the Navy financial organizations is a plus. Requires accurate written and verbal communication skills to post and copy information, carry out and understand assignments, and/or convey or exchange routine information. Ability to obtain a Secret clearance.
