Description:



- Provide technical, test, data analysis, training and Radio Frequency (RF) engineering expertise for Tactical Data Link (TDL) Systems (TDLS) to include Link-16, Beyond Line of Sight (BLOS), Link-11, NATO Link-1, Wide Area Network (WAN), TDL infrastructure, Concept of Operations (CONOPS) development. Tasking will include Deployment Group System Integration Test (DGSIT) efforts and related land based and at-sea test activities at various U.S. and foreign test facilities.

- Responsibilities include:
- Perform test, analysis, and evaluation tasks in support of various TDL and Multi-TDL events conducted both in port and underway on ships, in the Combined Test Bed (CTB), Data Link Test Tools laboratory, various Government test and evaluation facilities in the U.S. and International locations.
- Provide system engineering and technical guidance in the generation of test, analysis, and evaluation documents for new TDL capabilities and performance of the TDLs for various Link-16 test and engineering meetings, conferences, and technical working groups.
- Perform test, analysis, and evaluation tasks in support of DGSIT exercises and other at-sea TDL test and integration test events.
- Provide quality assurance (QA) expertise for test artifacts to support Trouble Report (TR) validation, test case development, requirements analysis and general program documentation enhancements.
- Support integration/ qualification testing for various equipment modernization events.
- Develop, review, and maintain test program artifices, including requirements traceability, test plans, and test reports, as well as automated methods for tracking program requirements.
- Plan and conduct various program testing events in support of various TDLS program milestones. This shall include providing technical expertise in TDLS system operation to the U.S. Government in the preparation of test and program engineering documentation.
- Provide test and engineering subject matter expertise for test requirements analysis, planning and scheduling.
- Provide Link-11 and Link-16 Network development, selection, and training expertise for various TDLS programs.
- Provide technical and engineering expertise for the development of detailed concepts of operations and concepts of deployment doctrines when using the TDLS systems in a live (non-training) environment. This includes drafting, editing and reviewing documents such as Plan of Action Milestones (POA&M) related to Link-16, BLOS, Link- 11, NATO Link-1, and WAN.
- Provide technical and engineering expertise during Coalition Warrior Interoperability Exercise (CWIX) planning meetings held at various NATO sites.
- Provide RF engineering expertise for Super High Frequency (SHF), Extremely High Frequency (EHF), Integrated Waveform (IW), Mobile User Objective System (MUOS) and Soldier Radio Waveform (SRW) radio integration efforts.

- Required Skills:

- Technical experience with design, development, integration, test and operation of various TDL and Communications Systems, Transmission/ Encryption security devices, and Message Distribution Systems such as CDLMS, C2P, MLST3, ADSI, TJHS, JTIDS Class II, MIDS-LVT (all variants), JRE, CSI, PRC-117, PSC-5. Communication Architecture and access availability planning and acquisition in accordance with (IAW) the DoD standards, procedures and guidelines.

- Experience operating, integrating, and managing Link-16, Link-11 and Multi-TDL Systems including; installation and performance measures of analysis of Link-16 (RF and JREAP) local and remote sites and TDL systems such as CDLMS, C2P, MLST3, ADSI, TJHS, JTIDS Class II, MIDS-LVT (all variants), JRE, and CSI. Providing technical on the job and operational training. Test plan and procedure development to include; requirement decomposition, development, procedure review and test script analysis and development.

- Experience in management of integration of Link-16, Link-11 Systems and installation and performance measures of analysis of Link-16 (RF and JREAP) remote sites including technical on the job and operational training for TDL Host, test tools, and analysis systems. Test plan and procedure development to include; requirement decomposition, development, procedure review and test script analysis and development for the use and advancement of the following types of TDL systems such as CDLMS, C2P, MLST3, ADSI, TJHS, JTIDS Class II, MIDS-LVT (all variants), JRE, PRC-117, PSC-5.

- Experience operating, integrating, and managing Link-16 related Systems. Installation and performance measures of analysis of Link-16 (RF and JREAP) local and remote sites. Providing technical on the job and operational training, test plan and procedure development to include; requirement decomposition, development, procedure review and test script analysis and development for the use and advancement of the following types of TDL systems include but not limited to: CDLMS, C2P, MLST3, ADSI, TJHS, JTIDS Class II, MIDS-LVT (all variants), JRE, PRC-117, PSC-5.

- Experience in engineering and testing of developmental and operational Multi-TDL Host and communications systems. Test plan and procedure development for the use of the following types of TDL systems such as CDLMS, C2P, MLST3, ADSI, TJHS, JTIDS Class II, MIDS-LVT (all variants), JRE, PRC-117, PSC-5. Trouble Report generation, validation and analysis.

- Desired Skills

- Experience with RF engineering expertise for SHF, EHF, IW, MUOS and SRW radio integration efforts.

- Technical experience with planning, leading, and conducting various program test events in support of Foreign Military Sales Country TDL program milestones including developmental and operational testing of Multi-TDL Systems including relevant experience with CWIX.

- Experience performing test, analysis, and evaluation tasks in support of DGSIT exercises and other at-sea TDL test and integration test events. Test plan and procedure development to include: requirement decomposition, development, procedure review and test script analysis and development IAW the DoD standards, procedures and guidelines.

- Knowledgeable of employment and functionality of TDL monitoring and troubleshooting systems available and used tactically in the Fleet today.

- Position requires moderate overseas and CONUS travel.

- Bachelor of Science (BS) degree in engineering, physical science, computer science or mathematics. One year of additional relevant experience may be substituted for each of the four years of undergraduate study.

- Years of experience:

- Four or more years of progressively more responsible experience in Satellite TADIL Systems or similar technical experience.

- Two years of experience in installation and performance check of Link-16 systems including technical on the job and operational training.

- Two years of combined/cumulative experience with the following technical areas or programs: Tactical Digital Information Link (TADIL) Systems; Command and Decision (C&D); Advanced Combat Direction System (ACDS); Common C&D; Command and Control Processor (C2P); C2P Re-host; Common Data Link Management System (CDLMS); TADIL Interoperability; and Cooperative Engagement Capability (CEC) or similar technical experience.

- Certifications:

- DOD Information Assurance Technician (IAT) 1 certification

- Active SECRET security clearance
