Security Cooperation Operations Analyst (Job Number:404293)

SAIC is actively looking for experienced strategic planner to assist the Air Force International Affairs Directorate (SAF/IA) lead for building, sustaining, expanding and guiding USAF security assistance policy, strategy and implementation for security cooperation, building partner capacity and foreign military sales.
Specifically, the candidate will:
Assist the Government with the performance of SCO management functions.
- Assist in the review and development of policy and publications that provide guidance on how the Air Force will select and train Security Cooperation Personnel.
• Conduct analysis and provide recommendations for requisition, selection and training pipeline approach for IAS SCO personnel.
• Provide recommendations to AF/A1 to update Force Development Guidance for assignment of AF officers to SCO billets.
• Develop key SCO metrics after each of the three assignment cycle for AF/A1, SAF/IA, AFPC and DSCA on the training and fill rate of USAF personnel in SCO billets.
• Develop guidance on how to best manage IAS SCO billets as a model for all AFSCs with a SCO requirement.
• Provide input to Defense Security Cooperation Agency (DSCA) and the DISAM regarding required SCO training. Attend annual DISAM curriculum review at Wright Patterson AFB, Ohio.
• Provide recommendations for the management of SCO Orientation in the Washington, D.C. area.
• Respond to general SCO development, funding, support, metric issues as required.
• Develop recommendations to assist with RAS/PAS personnel management tasks.
• Maintain, analyze, troubleshoot, and update the IAS personnel database.
• Assist with general IAS branch analytic tasks by gathering and analyzing data, and making relevant suggestions.
Qualifications:
Educational Background:
• Minimum of Bachelor’s degree with an emphasis in international affairs
Experience Requirements:
- Prior SAF/IA or related Air Staff experience
• A minimum of two (2) years’ experience in the following mission area(s):
- Security Cooperation
• Knowledge and general understanding of USAF personnel assignment policies and process
• Knowledge and general understanding of USAF roles and missions
• Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation and players
• Knowledge and general understanding of SAF/IA’s role within, and relationship towards, the security cooperation community
• Effectively work with any version of the Microsoft Office Suite software
• Read, write, and communicate professionally & effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer.
Desired experience:
- Master’s in international affairs
• Military staff experience (military or civilian capacity) and Professional Military Education through the Intermediate Developmental (O-4) level
• A minimum of 12 years’ experience in Security Cooperation.
