SAIC’s DoD Agencies and Commands Customer Group has a current opening for a Senior Business Analyst, in Arlington VA work within the OSD Deputy Chief Management Office (DCMO) Investment and Acquisition Management Directorate to operate and maintain Investment Review Board policy and processes and to conduct and execute reviews of portfolios of Defense Business Systems. Candidates must be a U.S. citizen able to hold a Secret clearance.

This unique position provides the opportunity to work directly with DoD Senior Executive leaders within the ODCMO leadership, OSD Staff organizations, and DoD Components to re-shape the manner in which DoD business is conducted in a challenging and fast-paced environment. In addition, the position requires a skill set commensurate with a Chief of Staff, Executive Officer or Military Assistant to a Flag Rank Officer or member of the Senior Executive Service (SES). Product deliveries include Investment Decision Memorandums, Congressional and GAO data call responses, Staff Action and Info Memos, White Papers, Background Papers, definition of consistent processes through Standard Operating Procedures, etc. The candidate must be able to delimit customer’s requirements which are not sufficiently defined, unclear, or overly detailed and be able to meet urgent or critical mission requirements.

The candidate must possess significant skill in analyzing and addressing extremely complex problems with nuanced situational dependencies. The candidate must be able to provide sound recommendations to ensure that the decisions made by executive leadership are well informed based on the candidate's analysis. This position will regularly interact with senior DoD management and/or executive leadership at the highest levels of DoD on matters impacting multiple functional areas, initiatives, and OSD customers. As a result, it requires the ability to change thinking of, or gain acceptance of, others in sensitive situations. It also requires someone who can listen well, clarify issues, is expert at documentation and staffing, and knows how to build consensus through both verbal and written communications.

The candidate will provide business and requirements analysis of strategies and plans for DBS investment portfolios and individual programs to assess a portfolios health, risks, business capability, performance, and cost. An understanding of the principals of the following areas will supplement this role: Capital Planning and Investment Control (CPIC), Planning, Programming, Budgeting and Execution (PPBE), Business Enterprise Architecture (BEA), and Department level requirements approval. Prior experience with one or more of the DoD business portfolio groups (Army, Navy, Air Force, Other Defense Organizations) is an asset. The candidate will establish and implement overall investment management methodologies, policy, and guidance in support of Investment Review Board/Defense Business Council and the Defense Business System Management Committee. The candidate will assist in enabling competent investment recommendations, integrating and streamlining IAM processes with DoD and government-wide management methods, establishing a pragmatic investment review support structure, aligning investments to an Investment Management Framework and providing on-going CPIC methodologies.

The candidate must be able to demonstrate knowledge of current data management and processing techniques, as well as cutting edge and emerging technologies, and be able to demonstrate completion of very difficult and extremely complex assignments in a timely fashion.

Bachelor's degree in related field and 10+ years related experience.

Required skills and experience:

• Experience preparing documents/presentations for executive level signature/delivery
• Ability to think independently and provide others with convincing evidence that supports a stated strategy or position.
• Ability to multi-task and work effectively, both independently and within work groups to meet timelines and compete assignments.
• Superior interpersonal skills, including the ability to interact with senior level government managers and team mates during tight deadlines.
• Proficiency in MS Office Suite, in particular, MS Excel, PowerPoint and MS Word
• Strong oral and written communication skills

Desired skills and experience:
• Strong understanding of Investment Management processes to include knowledge of CPIC, PPBE processes, and the BEA.
• Exposure to COTS business systems capabilities (e.g., ERP) or Defense Business Systems
• 10 plus years’ experience in the DoD sector preferably as a Field Grade Officer or equivalent Civil Servant grades. The ideal candidate will have prior experience as an Executive Officer, or Military Assistant.
• Ability to read statutory and regulatory policy and related guidance to a stated situation, and apply the concept presented.
• Experience with or working through the OSD level DoD Requirements process to include the JCIDS or Problem Statement processes
• Strong proficiency in MS Office Suite, in particular, MS Excel, PowerPoint and MS Word
• Experience working in a DoD Component, Agency or Service senior staff preferably as a Chief of Staff, Executive Officer or Military Assistant to an SES or Flag Rank Officer
• Experience with SACCP, DAMIR, DITPR tools
• Experience in market research, finance, economics, statistics, acquisition, and information systems portfolio management
