Modeling and Simulation Analyst (M&S): The M&S Analysts will recommend the scope and approach of modeling, simulation, and analysis activities within and across projects and programs, including the visualization and validation and verification (V & V) approach. The M&S Analyst will encourage and lead the J9 staff to leverage existing data and previous modeling efforts. The M&S analyst will guide the formulation of assumptions and scenarios necessary to create complex simulation models (e.g., operational capabilities, networking, computing resources, and processes). They will provide recommendations to the J9 staff based on modeling and simulation results derived from assessments. The M&S analyst will suggest collaboration with other organizations to establish integration and interoperability within and between modeling and simulation tools and synthetic environments. The M&S analyst will maintain proficiency with state-of-the-art and state-of-the-practice M&S tools, techniques, and procedures (TTPs) and will provide cost-effective recommendations for investment in an M&S portfolio for J9. Note that this position is envisioned to use tools to develop models and simulations, vice develop the tools themselves.

Specific Tasks: Support and conduct modeling and simulation efforts in support of J9 requirements to include candidate tool identification, evaluation, and recommendation based on requirements satisfaction coupled with program constraints (e.g. funds availability, tool environmental needs, supportability, training, integration considerations).

- The contractor shall support the selection, implementation, and execution of detailed computer models or alternative analysis tools for assessment and studies related analyses.
- Devise test plans and procedures to conduct end-to-end technical evaluations to include system demonstrations, as required.
- Provide technical support to system implementation, testing and demonstration to include documentation of results, as required.
- Calibrate models and simulations to real-world operations, as practicable.
- Assist in development and running of excursions based on real-world and what-if scenarios.
- Provide analytical results based on model/simulation output.
- Support development of use cases, user scenarios and/or concept of operations.
- Interpret model and simulation results to inform solution selection and risk mitigation.
- The contractor shall support defining new modeling requirements and validate and test new product deliveries for J9 applications.
- The contractor shall support modeling and simulation data management by the following: provide on-site technical support for analytical model pieces of the system; develop, verify, input and document game scenarios and associated methodologies for analysis; review and make recommendations on changes necessary for analysis of future changes in national guidance.
- Plan, execute, evaluate and report wargames as required within the UCP assigned mission areas using methodologies such as tabletops, etc.
- The contractor shall identify and formulate requirements for analytical tools, computer programs and hardware used in modeling and simulation for assessments and studies support.

Qualifications

:
M&S Qualifications:

- BS Degree in mathematics, operations research, computer science, or related technical field (equivalent experience accepted in lieu of degree)
- 6 or more years of M&S analysis experience
- Familiarity with state-of-the-art and state-of-the-practice M&S TTPs.
- Ability to think broadly and strike a balance between traditional and non¬traditional thinking. Sees the interrelationships between M&S and other skill sets and domains.
- Domain knowledge of one or more USSTRATCOM missions, preferably via hands-on experience in conducting or supporting actual operations.
- Critical thinking skills, both qualitatively and quantitatively. Ability to prepare a well-grounded, defensible argument.
- Ability to work well with other organizations and personnel with disparate backgrounds.
- Ability to communicate clearly and effectively both verbally and in writing.
- Ability to effectively use visualization to convey complex, highly-analytical concepts, results, and recommendations to non-technical audiences, especially senior decision makers.
- Ability to understand the limitations and uncertainty of analyses performed and properly convey these in a balanced way to decision makers.
