Description:
SAIC has a contingent job opening for a Functional Support Lead to lead the functional support efforts for a State revenue department. This position is based in Hawaii.
The Functional Support Lead will be responsible for functional support to one of the three functional system areas: the Core Tax System, Customer Support and Data Warehousing/Analytics. The Core Tax System functional area covers case management and workflows (e.g., worklist returns, incoming correspondence, billing, audit tools and work papers, collection). The Customer Support/e-filing functional area involves taxpayer self service, including Internet inquiries, interactive voice response (IVR), kiosk services and the electronic submission of documents. The Data Warehouse and Analytics functional area involves data warehousing, data matching and business intelligence (e.g., scoring cases, identification of fraudeulent patterns). The Functional Support Lead will command the following disciplines according to defined processes in support of corresponding Agile system implementation and maintenance: Configuration Management (CM), Training, Quality Assurance (QA), Business Analysis / Requirements, Organizational Change Management (OCM) and Technical documentation. Responsibilities include: providing process and programmatic leadership to the functional team in support of the technical activities to ensure project deliverables are met on-time and to contractual standards.

Qualifications

Basic Qualifications:
Must have at least a Bachelor of Science degree in Engineering, Physics, Mathematics or Computer Science from an accredited college or university.
In addition to educational requirement, a minimum of ten (10) years of experience in systems engineering, development, production, or test and evaluation in the area of computer and systems engineering, and at least one year at a state revenue agency.
Proven leadership skills and management skills to successfully support the functional activities of a solution from conception to implementation and maintenance are also required.
Must have at least ten (10) years of experience in systems engineering, development, production, or test and evaluation in the area of computer and systems engineering, and at least one year at a state revenue agency
Agile training/experience preferred. CMMI or ISO experience is helpful.
The Functional Support Lead must have strong written, oral, and presentation skills to convey process and procedure details to diverse audiences. Experience in a government setting with significant and relevant tax experience. Must be based in Hawaii and ust be proficient in spoken and written English. Must be a U.S. citizen or meet and will maintain employment eligibility requirements in compliance with all U.S. immigration laws and regulations. Must work onsite a minimum of four (4) days a week.
