The Vanguard 2.2.1 program provides transparent, interconnected systems and security support for the Department of State (DoS) Bureau of Information Resource Management (IRM). IRM supports the Department of State to successfully carry out its U.S. foreign policy mission by providing enterprise architecture design, engineering, operations and maintenance support services for desktop computers, servers, networks, firewalls, and enterprise applications.
SAIC has an opening for a Watch Officer located in Washington, DC. Provides leadership and management of the various shifts (days, swings, and mids) for the IT Service Organization Operations Center supporting networking, voice services, security operations, enterprise mobility, email, and other related collaboration, communications and messaging systems for the Department of State worldwide. Develops and initiates, maintains, and revises policies and procedures for the general operation of the Operations Center within the Vanguard 2.2.1 Program.
The Operations Center Watch Officer responsibilities include but are not limited to:
- Serves as the primary point of contact for Enterprise Incidents and Changes for the Operations Center on the assigned shift.
- Coordinates on an assigned shift (days, swings, mids) support of the DoS Enterprise-wide systems and services associated with networking, voice services, security operations, email and related collaboration tools, and Enterprise mobility and messaging.
- Develops and manages ITIL-based services using Service Operations, Service Transition and Continual Service Improvement methodologies.
- Reviews the effectiveness and efficiency of the Incident and Change Management framework and processes.
- Interfaces, coordinates, and resolves issues with multiple senior government managers and worldwide embassies and posts.
- Conducts data analysis independently and in coordination with service areas to quickly identify system and service issues.
- Conducts long range planning to ensure system and service continuity of operations (i.e. power outages and Enterprise-affecting projects).
- Frequently interacts with outside customers and functional peer groups.
- Provides programmatic and technical guidance to other personnel as needed.
- Develops written policies and procedures related to service activities.
- Ensures that internal controls are in place and operating effectively.
- Fosters a comprehensive understanding of how all areas collectively integrate and contribute towards achieving the Operation Center’s objectives.
Ensures vendor performance during the shift is monitored and actions taken if warranted.
Qualifications
:
Desired Experience/Skills/Certifications:
- Prior experience developing and running a Network Operations Center (NOC) / Systems Operations Center (SOC) integrated Operations Center.
- ITIL v3 Service Operations Certification.
Required Knowledge/Skills/Attributes:
- Comprehensive knowledge of the IT field and the ability to complete difficult and complex assignments.
- Ability to work under limited direction.
- Ability to exercise judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions.
- Ability to brief and provide detailed status to government representatives, embassies, and posts.
- Understanding of the interdependencies and strategic impacts of Enterprise incidents and changes in order to balance priorities while mitigating issues.
- Ability to persuade and influence others through developed communication and diplomacy skills with colleagues in other areas and occasional external customers.
Bachelors degree and 9+ years experience needed. Additional experience will be considered in lieu of degree.
Must have an active Secret clearance and be eligible for a Top Secret.
This is a shift work position.
